Canon point: During the Pleasant Hill Storyline
Abilities: Enhanced Physical Conditioning (including longevity), Proficiencies with numerous types of weapons as well as with hand to hand combat, stealth, acrobatics, tactics, etc. Fast learner, speaks multiple languages, experienced assassin and military operator.
Personality: James has been a lot of things over the years. At his heart there is someone who is eager to help, who found himself on the frontlines young and never blinked. Who did what was asked and needed of him, and was loyal to a fault. Those are some of his biggest strengths still.
Some of his weaknesses have stayed the same. He can still be overeager, or brash. He's also plagued by guilt and anger both, and the same stubborness that can be a positive can hurt him too. He refuses to let go of the things he did as the Winter Soldier and tries his best to make up for them. While the anger and violence that once threatened to swallow him has mellowed, it can still swell to the surface sometimes.
Usually, those times are when someone he loves is threatened. He will lash out at those that hurt the people closest to him, and he's been known to look out for them even when they are gone from his life. He's a protector at heart even when it comes to innocents that aren't his though, and that is one of the first things that came through when who he is started to shine through his conditioning.
James Barnes doesn't think of himself as a good man, but he is a man you would want on your side and one whom you absolutely wouldn't want to go against.
In the moment, he can be sarcastic or worn down, but there are things and people that brighten his demeanor by massive degrees. He will still make jokes, and he's closer to at peace than he sometimes appears.

Alternate memories: Nicknamed JB, James Buchanan Barnes was an only child, from a family that was poor but loving. His mother died when he was young, and his father when he was sixteen. He was 18 when The War started and enlisted immediately - eager to help people. Shortly after he turned 19 and fought for the bulk of the war, losing an arm weeks before it ended in a distraction that saved some of his fellow soldiers. After, he's been dealing with the after - the inability to go back to the job at the docks, and a series of short term or temporary docks over the past decade. He has a little place in the bad part of town, and hasn't had a lot of luck in the dating market since he's returned. Proximity and circumstances have made him familiar with some members of the South side Syndicate.
Plans for your character: Honestly, I'm enamored by the idea of a version of James that isn't the Winter Soldier. That is left dealing with the aftereffects of just war itself, and the idea of him making do without the would be missing arm both before and after the return of any memories. His own goals are in the short making it through the day, but further than that he wants to do something again. Make some difference. It's in his blood to do but he's been limited to how much he can by physical and mental repercussions of the war both. He also wants an honest to god life, and to connect with people again.
When the memories are back - again - I think it'll be a lot of fun for him, torn between the return to a time when he was a kid - since he would've been about 6 in the 1931, and the knowledge of the war that should be coming in another decade. The how is something he won't be able to let sit by either - he's fresh from a fake picturesque town filled with brainwashed villains, and has been handling out of this world threats. He's going to be suspicious.

Sample 1: It was with a soft laugh that James waved off the concern of a passerby as he fought one handed with the laces of the skates he was renting. He'd had more than a few years to learn to tie a knot, after all. The skates themselves he didn't have nearly as much experience with but he was looking forward to the challenge. To the idea of some movement to exercise his nervous energy, and quiet his thoughts.
There was something about the cold that was comforting too, and he was too thankful to question it. His moods got dark sometimes but today there was a pleasant whiteness over everything in his head.
He managed to stand slowly, grabbing what he could for balance as he got onto the ice itself. For a moment he eyed the edge of the ice, those that were going slowly. Taking time and baby steps to try to find a rhythm. Then, instead, he found something to push off of and proceeded to get enough momentum to careen directly towards someone already on the ice.
"Incoming!" Was all he could manage to try to shout out in warning, his voice more amused than concerned maybe a slight be sharp. He tried to steer towards the right in hopes of avoiding the collision.
Sample 2: James is pleasantly high on adrenaline and cold air when he makes his way to the tree, and only slightly bruised after his escapades on the ice. He would otherwise possibly ignore the obviously upper class crowd, but now? Right now he can't be damned, and he's far ready to ignore any looks his empty coatsleeve gets.
He doesn't expect anyone to say anything to him, let alone another as enthusiastic as the man with the walking stick he's only just noticed at his side.
"Sometimes you just need something familiar," he answered without quite thinking. Then he tried a smile that comes off a little forced and tries to explain despite himself, "Something happens every year and keeps happening... It tells you everything will be okay. Whether you've got a murderer or a war - Christmas still happens. World keeps spinning."
His shrug makes an attempt at lightening the should-be optimistic words. He was looking forward to the lights.
